Can I take zinc supplements without a doctor's consultation?

I think I have a zinc deficiency. I have colds much more often than before. I have the little white spots on my nails. I have chapped hands that won't heal. I had gestational diabetes and on my post partum high blood sugar test I remained pre-diabetic. I have high blood pressure which is treated with adalate 30 mg.

Zinc deficiency is quite rare, and it is unlikely that the problems you mention are secondary to such a deficiency
That being said, you could take a zinc supplement if you wish, but do not expect miracles. The maximum recommended daily intake is 40mg, including what you get from your diet.
