My partner develops red patches on the glans penis. I don't have any STIs, neither does he, and we always use a condom during intercourse.

As I said, there can be many causes: change of body soap or laundry soap, poor hygiene, reaction with the condom or other lubricant.
I suggest cleaning well with warm water and a mild soap, making sure to raise the foreskin.
How long has he had these patches? Has he tried any product?

If you want to try an over the counter product, it would be Canesten cream to be applied morning and night x 7 days. If there is no improvement, I suggest you see a doctor who can make a diagnosis.
