Hello Ma'am,
No, you should not see a doctor at this time (especially with what is currently going on with COVID).
If you believe the red eye may be related to a "foreign body" in her eye, I would recommend seeing an optometrist tomorrow.
If you simply believe it is related to his cold (and rubbing with his hand), I recommend decreasing the amount of mucus in his nose by using the technique described on pages 6 and 7 of the following document:
