Hello Ma'am, you've already tried some good solutions!
Skin irritation can indeed be secondary to how often you clean your hands. First and foremost, I suggest using a gentle unscented soap such as Dove, or even better a ceramide-based cleanser such as CeraVe or Cutibase, which will help repair the skin. Be sure to rinse off any residue and "gently pat dry" your hands.
When the skin is irritated, it is normal that applying products can be uncomfortable. When it comes to moisturizing cream, it is indeed a solution to maintain. Ceramide-based emollient creams such as CeraVe or Cutibase are also to be favored for skin repair. It is recommended to use them at least after each hand hygiene. Application should be done gently to reduce irritation on contact.
If your daughter can tolerate it, she could even sleep with cotton gloves after applying the moisturizer at bedtime.
If symptoms do not improve after 1 week or tend to worsen, a consultation with the pediatrician for the implementation of a more effective treatment will be necessary.
I hope I have provided you with some avenues for solutions,
