Hello to you,
Vagisil hydrocortisone cream can indeed be applied on the vulva, on a clean and dry skin. It is used to reduce itching or redness.
However, it is important to find the cause of these symptoms. If they are accompanied by a whitish, odorless discharge, it may be a yeast infection (commonly called "vaginitis") that is causing the redness and itching. In this context, a clotrimazole cream, which fights the infection, would be more appropriate!
What is your reason for wanting to use Vagisil cream?

No there is no loss ... I think it's the rubbing of the underwear + the summer heat ... and the fact that I'm very sensitive in this area ... maybe it's also my perfumed body soap. Normally I use a soap without perfume .

Hello!
It is indeed possible that perfume is the factor that triggered this reaction. In general, we try to avoid perfumed cleansers and coloured underwear (the dye in the fabric can be irritating) to prevent redness and itching.
At this time, Vagisil cream with hydrocortisone is a good choice! Apply it in a thin layer, once or twice a day, on clean and dry skin for about 5 days. The symptoms should dissipate by then!
I hope I have answered your question correctly,
